Consultation on zero-hours contracts

The UK Government has launched a consultation on reforms to zero-hours contracts in Wales, Scotland and England.

The consultation is seeking views on how new employee rights introduced under the Employment Rights Act 2025 will be implemented. 

The rights include:

  • guaranteed hours, where the number of hours offered reflects the hours worked by a qualifying worker during a reference period
  • reasonable notice of shifts and changes to these
  • payment for shifts cancelled, curtailed or moved at short notice

The consultation closes at 11:59am on 25 August 2026.
