Cardiff is the first council in Wales to introduce a Visitor Levy, which is a charge on overnight stays. If you take bookings for overnight stays in Cardiff, you need to act before 28 September 2026.
From 28 September 2026, you must start accounting for Visitor Levy on:
- new bookings for stays from 1 April 2027
- extra nights or guests added to existing bookings for stays from 1 April 2027
This applies to all types of overnight accommodation, including hotels, B&Bs, self-catering lets, hostels, caravan, camping and glamping sites. If you rent out your home or a spare room to guests, it applies to you too.
You'll pay Visitor Levy to the Welsh Revenue Authority (WRA), which collects it on behalf of Cardiff Council. The WRA has put together a simple 10-step guide to help you prepare. It covers everything you need to do before 28 September 2026, including how to calculate the levy and what records to keep. Read the 10-step guide at GOV.WALES.
Cardiff Council and the WRA are here to help you get ready. If you have questions about preparing for Visitor Levy after reading the guide, contact the WRA. For questions about Cardiff's decision to introduce the levy and how revenue will be used, contact Cardiff Council.
