The Lilac Review is an independent review, tackling the inequality faced by Disabled founders and aiming to level-up entrepreneurial opportunity across the UK.
Spearheaded by Small Business Britain, the Lilac Review launched in February 2024 to identify the barriers faced by Disabled founders in the UK and will develop an action plan to remove them.
The Final Report of The Lilac Review launched on 12 May 2025, is the culmination of 18 months of work to understand and dismantle the systemic barriers facing Disabled entrepreneurs in the UK.
Since its launch, The Lilac Review has shone a spotlight on the challenges faced by Disabled founders, who make up 25% of small business owners yet remain significantly underrepresented and underserved across finance, procurement, business support and networks.
This final report lays out bold, practical and urgent recommendations to ensure Disabled entrepreneurs can succeed, not in spite of the system, but because it works for them.
The report’s recommendations span Government, financial services, local councils, and business support ecosystems, with a call to embed accessibility, trust and lived experience into every level of entrepreneurship.

The Good Practice Guide – Supporting Disabled Entrepreneurs in Wales: This guide has been developed by Disability Wales on behalf of the Welsh Government. It provides information and practical advice for business support organisations and advisors on how best to engage with and support disabled people who are starting, sustaining or growing their business in Wales.
