In 2023, the EU proposed the new Toy Safety Regulation (EU) 2025/2509.
This regulation entered into force on 1 January 2026 and will fully apply from 1 August 2030, at which point the existing Toys Directive will be repealed. Under the terms of the Windsor Framework the new regulation will apply in Northern Ireland.
The UK Government is considering the EU’s reforms and any issues associated with the continued recognition of the new EU product requirements for toys, and the implementation of a similar approach in GB.
The office for Product Safety Guidelines is inviting views on UK toy safety, the new EU regulation, and key considerations as they review and potentially update Great Britain’s regulations.
This call for evidence closes at 11:59pm on 6 October 2026.
