Launch of the Just Transition Framework

The Just Transition Framework outlines how Wales will reach net zero carbon emissions by 2050 in a way that shares the benefits, opportunities and costs fairly across society.

Decarbonisation is about more than reducing emissions - it should also help create a fairer, greener and more prosperous Wales.

What is the purpose of the Framework?

  • To embed fairness into all decarbonisation activity.
  • To ensure Welsh Government plans and policies align with the Well-being of Future Generations Act.
  • To support collaboration across government, businesses, communities and the wider public sector so that benefits are maximised and inequalities reduced.

The Framework is designed for everyone involved in climate action in Wales, including government, businesses, public bodies, third sector organisations, and community groups. It is built around a set of pillars explaining how we should act, and guiding principles describing what we should aim to achieve. Each section includes helpful question prompts to support planning and reflection.
