Black Mountains College – Phase Two

Black Mountains College (BMC) is a project which looked to establish a new higher and further education college in the Brecon Beacons National Park. BMC’s vocational training programme, launching in September 2020, delivering ‘future skills’ for a transition to a sustainable economy.

In 2019-20, Arwain RDP funded an Options Appraisal looking at potential campus sites for the college. The findings were that’s there is a strong community preference for locating BMC at the former Mid Wales Hospital (MWH) site.

From the findings of the Options Appraisal there would be many hurdles to overcome with this site. Green Valleys CIC became involved in the project on a voluntary basis to analyse the energy generation potential and now additional work is needed to explore their findings further:

  • Commission consultants to further scope and model the solar potential and technical specifications of energy design. 
  • Commission a Landscape and Visual Impact Assessment on the solar array for preplanning and planning purposes
  • Discuss the possibility of public support for the grid 
  • Further analyse and develop proposals for a development brief for the site based on significant renewable energy potential. 
  • Develop and submit pre-planning applications and outline supplementary planning guidance for the Brecon Beacons National Park Planning Authority
