Community Asset Transfer Support

AIM: To successfully transfer public assets to enabled local third sector organisations.

The Community Asset Transfer (CAT) project was established in response to a local priority for the Council to transfer publicly owned assets to voluntary sector organisations. The transfer of an asset or service to a Town and Community Council, sports club or a community group offering an opportunity to maintain and preserve valuable community services which may otherwise be under threat.  It is anticipated that users as a general rule would be better placed to develop and maintain the pavilions to a standard consistent with their needs and expectations. 

The project will build on a previously LAG funded CAT report and toolkit to address the challenges faced by organisations when considering undertaking Community Asset Transfer of publicly owned buildings. One of the recommendations made in that report is that ‘The Council commission adequate independent support to provide detailed advice and guidance to CAT applicants on issues such as’:

  • Options appraisals and feasibility studies
  • Business and financial planning
  • Legal structures and governance arrangements
  • All aspects of asset management
  • Partnership/consortia working
  • Income generation and funding advice
