The Welsh Government recognises that disabled people are not disabled by their physical and/or sensory impairment, learning difficulty or mental health issue or by being neurodivergent or by using British Sign Language but by barriers they face due to attitudinal, societal and/or environmental factors (Social Model of Disability).
The Equality Act 2010 defines disability as: 'A physical or mental impairment which has a substantial and long term adverse effect on a person's ability to carry out normal day-to-day activities.'
